Ordered a Freedom Fare 2nd Class with Rail Europe, which is 50% refundable after the train departs up to 60 days, with an e mail confirmation back stating same. When I received the ticket, I had an Economy Fare, 2nd Class ticket which is non refundable after the train departs. When I contacted Rail Europe, the individual basically said, %26quot;tough%26quot;, we made a mistake and although you have a confirmation, nothing we can do expect up charge you for the Freedom fare, (which had increased in cost%26quot;. This is the absolute worst bait and switch and customer service handling I%26#39;ve ever seen in dealing with things online. Better not to use Rail Europe, figure out how to do it in French at the Thalys, TGV, etc. website which also has cheaper prices. Rail Europe is an agency and downright dishonest.....

You should take it up with your credit card company.
I see from their whois (shows who/where their domain is registered that they have a presence in New York:

Thanks for the suggestion, precisely what I%26#39;m going to do. I think next time I%26#39;ll use the TGV French web site and pick the tickets up in France. I didn%26#39;t figure that out until after I used Rail Europe...Anyway, thanks again.

I agree - contest the billing through your credit card company. With your written complaint, include a copy of all correspondence covering your order and their confirmation, as well as your completed order page if it%26#39;s still available in your computer. Also print out whatever web site page that includes the particulars of the ticket type which you ordered.
I%26#39;ve discovered that some of the folks who deal with these cases completely ignore the web pages involved so they never have any idea of their content. The folks on the other end of the complaint seem to understand this and simply create a fiction that covers their behavior, quite confident that nobody will take any action to disprove it.

Next time you order anything online, save every page to a CD so you have ample ammunition to contest any %26quot;bogus%26quot; charge made on your credit card.
